‘’Thalliki Vandanam Scheme’’ is a significant step towards implementing one of its key election promises under the “Super Six” guarantees by the Government of Andhra Pradesh for the welfare of school-going children. Under this scheme, the government provides financial assistance for the continuation of studies of school-going children. By offering this scheme, the government aims to fulfill its promises made to the people in Super Six before the election. Under this scheme, the government allocated a total budget of Rs 8,745 crore for the effective implementation of the scheme in the state, ensuring no school-going children are left out of receiving benefits from the scheme.

Eligibility Criteria
To be eligible for Thalliki Vandanam Second List, applicant must have to meet the following eligibility criteria these are as follows:-
- Applicants must be permanent citizens of Andhra Pradesh.
- Applicants in the family must have one person in the household to possess a rice card.
- Applicant’s total land holding of the household should be less than 3 acres of wetland, or less than 10 acres of dry land or less than 10 acres of both combined.
- Applicant’s monthly Electricity utilization (own or rented house) is less than 300 units/month for the household (the average consumption of electricity of 12 months will be taken into consideration.
- Applicants must not own any Municipal property which is 1000sq. Ft and above.
- Children of the beneficiary should be studying in Classes I to XII in Government/ Private Aided/Private Unaided Schools/ Junior Colleges recognized by the Government of Andhra Pradesh, including Residential Schools/Jr. Colleges. Students opting for ITI/Polytechnic/IIIT (RGUKT) and other similar courses who benefit from fee reimbursement are not considered.
- Orphans and street children enrolled in schools through voluntary
- Organizations will be eligible for this benefit.
- Only the student with 75% attendance in this Academic year will be eligible for extending financial assistance for the subsequent year.
- Applicant’s total household income must be less than Rs 1. 0,000/- per month in rural areas and Rs. 12,000/- per month in urban areas, respectively.

The first phase of the scheme involves extensive data collection coordinated by the School Education Department and the Board of Intermediate Education.

Concerned Welfare Departments (SC, ST, BC, Minority, EWS, etc.) must share scholarship-related student data (Pre-metric & Post-metric under CSS) with the GSWS Department.

Towards ensuring a sure and verified dataset to proceed with eligibility screening, the data undergoes a rigorous process of verification by the GSWS Department. This includes:
- Aadhaar Authentication:- It’s compulsory for a smooth mechanism to verify Aadhaar numbers for both the student and the mother/guardian.
- Data Modernization:- In this step, discarding of duplicate, incomplete, or invalid entries is done by the authorities.
- Mother-Child Mapping: Set-up of authenticated links between students and their mothers/guardians is done in this phase.
- Double-Verification: Aligning data with the Household Survey and Civil Supplies data for authenticity.
